Actually you lake bound sailer's won't realizes this.
But on any boats that go in waters patrolled by the Coast Guard, the black water "outlet" to the sea has to have a lock port on it and it has to have a lock on it.
It is the owner/capt. responsibility and the can even insurer a ticket of it not locked, I have had than check on that and leave the rest of the stuff go. BIG FINE !
So if your going in salt water..................

I have a macerating pump & and 22 gal tank.
The pump diver if overboard.
And If I hook a hose to the topside connect it fill enterer the tank (so I don't have to bing it down to the dock)
Or I can use it to fill the duping station if I can get close to tie up to.

As Vic said any river going to the gulf can be discharge. Most all Rivers with interstate Conmerce are treated discharge. As Vic also is aware there has been a bill pending in the congress to make everthing a discharge but has been watered down some. Actually the new heads do better than the city sewage plants. People do not realize that is where most of it goes and goes right back in the water.
